you could award points for goals scored. go back to 2 points for a win and a point for each goal scored. a 0-0 draw would mean 1 point to each team, a 1-1 draw would mean 2 points each, etc

Alternatively, perhaps award an extra point for "match goal difference", so a 2-1 or 1-0 win gives you 3 points, a 4-0 win gives you 6 points etc...

The problem with giving it for goals scored is that a "smaller" team who scored early would still park the bus and try and hold out for the 3 points.

No subs after, say,  85th minute.

Independent timekeeper stopping the clock for injuries and ball out of play - maybe 2x40 halves.

Corners must be crossed into the box after 80th minute and not kept in the corner for time-wasting.

Scrap the handshaking thing beforehand and anthems in internationals

Scrap off-side

I would also have a good look at throw-ins (or throws-in).  They're just crap, slow the game down and help see that the ball is only in play for two thirds of the 90 minutes.

  • Perhaps give the team a choice of a throw or a kick (perhaps limit the length of a kick so it's not encouraging long-ball football).
  • Maybe banning challenges for the ball until the recipient has controlled the ball.  Or having a 10-yard exclusion zone around the recipient.
  • Possibly introducing a goalie-like six second rule for throws to be taken.
  • Or just being a bit more like 5-a-side and bringing boards (advertising boards, obviously) up to the touchline.  This would mean the ball being in play more often (if it goes over the 2-ft high board then it's still a throw... but then maybe limiting these to three per team per half or it's a freekick/penalty).

I'm sick of paying £50 to see thirty minutes of throw-ins.

Stopped clock. Will stop time wasting. At least for subs and injuries.

0-0 = 0 points is a great idea!

Game shouldn't stop for physio sounds fair - does punish those with genuine injury from the opposition. Jose would have his players take a yellow to take out a striker knowing play will carry on. Maybe if a player needs a physio he stays off for 5 minutes. If genuinely injured will need that for proper treatment anyway.

Scrap Jan window and have it same for managers too. And close the summer window before league starts. The squad and manager that starts first game is what you see the season through with.

Ban agents or limit their influence somehow.

Retrospective punishment for diving or bad tackles etc - even if they got a yellow in the game.

Limit number of players on loan and squad sizes.

Ban player transfers for u18. With the homegrown rule, arsenal and Chelsea would actually have to train their own players.

Force teams to use TV money to subsidise ticket prices. Everyone wins.

Not for me that one. You're not allowed to change things to go all out in the last 5 (assuming you go behind or there is a score change in the 85th min, for example)?

Playing on while the physio treats a standard injury is a good idea.
