I saw some squads without Fabregas and I wonder how "smart" these people are.

He has been the best Arsenal player so far, he has been one of the top performers for them. That's why Wenger keeps playing him in all games, even if he needs a rest. When other players are rested, that doesn't affect their game much, unlike Cesc...

And some of these "smart" people have 2-5 players from teams, who didn't perform better than Arsenal and I wonder why the best player for Arsenal is not included

Because there have been better central midfield players than Fabregas, notably from the three teams above them if you want to follow that line
