Nah, you can see Gallas's standing foot on the line, the other leg is extended into the goal to clear it. Even allowing for him leaning back it's obviously over.

And for the first time I too genuinely thought it was over the line. And by the way, for those who haven't seen it 381 times, it's just as satisfying each time.

The momentum of the ball (clearly moving towards the goal, not sideways)2. Watch where the ball bounces after Garcia's touch. (Practically on the goal line before continuing some distance forward).
