He was indeed, and it's a close personal opinion and it's something you can argue about forever like boxing. I saw Roger Hunt play, Keegan, Souness, all of them right past Barnes, Gerrard, Kenny and Suarez. I wouldn't argue with anybody who clamed one of those and more were the best. But my vote is Suarez.
