I didn't read it that way. It sounded more like they felt that an extra 15k seats wasn't really enough for the inital outlay, and that it would make more sense - should they build from scratch - to build something with more than 60k seats. However, I think the aim is that they still would much rather redevelop Anfield, it would be more economical.
