Anybody else's attitude to Rooney softened considerably over the last season? I used to really hate him, but he's started to chip away at that hate a little bit with his interviews. All started with those bleeding photographs... having nightmares about them as much as I had nightmares about him going to United. Did a little dance, of course, when I heard he was stretched off, but almost instantly felt a bit empty about so doing. Would certainly have much preferred if he got the injury during the World Cup and missed the front part of United's season next year.

The point is that his playacting made an incident out of a tussle, and he had given the ref the ammo/no option to send him off as well by elbowing Mullins in the back. The ref had clearly seen the elbow but chose to ignore it, because otherwise, and I agree with you, all other things being equal there'd be red-card carnage every game. He probably let a dozen go in the match before that because no scraps came of them.
