Yes because when we were promoted back to the top division we had a meagre 5 League titles. The same as Everton. And Manchester United. And four more than Chelsea. And this was before the Kings Road Set singularly failed to win a single title apart from foppiest set of footballers to fop their way down the Kings Road. In fact after our long spell in Division 2, only Arsenal with 7 titles and Sunderland with 6 topped our total. And wouldn't you know it within 4 years we'd be joint leaders in terms of most titles. And the pools myth - "if you know your history" you'll be aware that Everton were the team that was invested heavily into by the Moores family hence their nickname the Mersey Millionaires. I tend to find listening to Rob Beasley and his repetitively tedious inaccuracies regarding this has addled the brains of most Chelsea fans about this matter. For instance it took Liverpool 8 years to break the million pound mark for a player after Forest broke the mark with the purchase of Francis, and in those 8 years many other clubs broke the magic million. In fact we had to sell a player (Rush) to even be able to afford our first million pound purchase (Beardlsey) and still have spare change to buy two other players (Barnes, Houghton). Similarly when we broke the transfer record for Dalglish in 77 he cost less than we received for Keegan. Selling to buy. Hardly the sign of a club propped up by Pools millions. Mind you that may be because we weren't. Anyway as to any proposed investment, it's hard to give an opinion when you don't know the extent of it, the nature of it, or even who's behind it.
