I would have thought that the already small number of people willing to pay £15 to watch Southend v Wycombe has already self-selected down to the absolutely committed, on ths whole. I remember the "sporting merit" phrase and no, I don't think they said explicitly that there had to be a ranking. But they still could, couldn't they? Especially if they need to know the ranking in order to divide the revenue (or some of it, at least). Who knows.

That's quite a big stick though, isn't it? "Declare who are your champions, runners up etc., or we won't let anyone from your association into the next CL".
