Rafa is a coach and I think his duties stretch to as far as identifying players as is the case on the continent.. It may well be the case that the scouts value a player and the moneymen negotiate to that value. We got Xabi very cheap if his previous valuation is to be considered. I believe Man United were quoted 18m for him in the season Sociedad challenged for the title. It is worrying though that we have failed to sign players at the right time.
