The project has been hit by a lot of teething troubles, largely due to some bad luck with the cost of steel and what is probably some showboating between main contractor and sub-contractors. Also trying to build a very high-spec stadium in what must be one of the most expensive to build Cities in the world. Still, as Cobs said, we'll have the best when it's done.
