It depends on who was doing the expecting. At the start of the season we had a thread in here about what would be a disappointment, me and some others said 6th or below, so for me we are a bit below what I expected, but not drastically so. Yes, the competition for 4th is quite poor, but then, so are we, sorry to say. We've qualified for the UEFA already, which was about the best we could hope for this season, IMO.

See also a whole host of clubs in previous season, Spurs, Villa, etc. If a football club doesn't exist to win stuff, or even TRY to win stuff then it's badly broken.
