I'm not sure having a flag day every home game is the way forward as it could come across as bit manufactured. There definately needs to be a shift in the mind set of the fans into accepting the games coming up are big games and the team needs the type of support they get during European games. Rather than the tense nervous support which seems to have crept in (caveat on that being only seen most of this on TV, apart from early games), really I think it is down to the season tickets and other regular match goers to lead the way. How you actually ensure that happens is difficult, maybe arrange a flag day for the Man City game, to give the support a bit of a boost, the atmosphere should be there for the Everton and Chelsea games anyway. Plus hopefully by the Man city game I will be able to start going to games again.
