Point taken, Barnsey. I would imagine that the police do sometimes work on probabilities. If they get ten lip-readers and eight say there was racial abuse and the other two are not too sure, then I would expect charges would be brought. You can't be certain there is no case to answer. If the police decide that the allegations were unfounded and the accusers had other motives, then I would expect them to be charged.

Thats up to the police. If they feel that there is enough evidence, they will then refer the matter to the Crown Prosecution Service. The CPS will then have the final say as to whether there is a reasonable chance of a prosecution. All those years in prison, it would make anyone go insane.

Barnesy, if the police hire a lip-reader of their own, and that person reports that racial comments were made, then police should and will act. The lip-reader would be the witness if you like. Following your logic, anyone caught doing anything on a CCTV recording couldn't be charged with an offense, as there was no witness. You don't need a witness if theres evidence.
