I think he'll hit the ground running. Carroll is still developing, but he is imo still very raw around the edges. Plenty to work on with his positioning, buildup and decisionmaking. And to be fair, hasn't played much in a good side. Suarez looks like he has plenty game intelligence, he has played at the world cup with and against great players. Despite having less prem experience, he probably has a better idea of what he is getting into and what is expected of him.
