Pooter Problem

My pooter is running like a steam engine. Really slow.

 

I initially thought it was broadband, so ran a speedtest (or two). Both returned decent (although not what i pay for) download speeds. Neither managed to upload the file back. Which I found odd

 

Can anyone suggest

 

a) why they may not be able to upload and

b) a bit of software that may help me clean up the pooter and improve it's performance
