Who is being unreasonable

Would like an objective opinion here. My employer has asked asked me to an increasing extent to do work at some of our off site facilities. Now they are not providing me with either transport or phone equipment with which to perform these duties. The do pay a mileage cost but I have asked them to pay the difference in my insurance premium for business use. I haven't asked to cover the whole ammount, just the difference for business cover. They have refused and told me that I have to claim it back through my mileage claim. This would mean I have have to be driving more then I currently do to recoup these costs, which would also mean I wouldn't be getting a contribution to petrol or "wear and tear" for a long time in trying to get my money back through mileage. This claim for the insurance difference wouldn't benefit me in any way and would go straight to my insurance provider. I know have a stand off situation were they are refusing to pay so I am refusing to use my equipment and therefore as they won't provide alternate transport I am unable to attend off site locations, meaning it is increasingly difficult for me to perform my duties. Further to this despite me explaining that I am not insured to go off site they continue to make requests for me to do so.

On top of this they have my personal phone number at one warehouse incase of emergencies, which I am now getting called on for general enquiries.

I am so sick of the situation I have started to apply elsewhere, but am I just being akward or am I justified in taking this stance. There was nothing in my job descriotion saying I would have to work off site or provide transport
