Guess the film

I saw it at the cinema and saw it once on the box and can never remember the bloody name of it... don't know any of the actors etc, but it was about a murderer/serial killer who painted the lower half of his face red as a kind of homage to when he was blooded as hunter as a young boy. Set in the US, Colorado or some such county... Must have been released in the mid-late 80s, I think. Anyone??
