"Drawn on a US bank"

Just bought something off ebay from a US seller, doesn't want PayPal from non-US customers (dunno why) but says a cheque "drawn from a US bank and payable in US funds" is OK - what does this mean? He knows I'm from the UK, so he can't expect me to have a US bank account and cheque book can he?

 

Do banks in the UK have reciprocal agreements with US banks, and can I get them to print out a cheque in dollars? I'm with HSBC still, do they have a presence in the US?
