Isn't the main stand build costs an interest free loan from them over 5 years? Council can't match that. The payback on the Annie Rd would be longer though without the hospitality. Isn't 60k about the point where they would then have to think about new transport infrastructure. Hence building the Annie road up to that point and then leaving things for a long while.
