because most Western governments fail to recognise the treatment needs of addicts and respond appropriately.  Also there are many addicts who don't want to / aren't ready to come off smack at any given time.

 

There's a serious debate to be had about treating addicts, but it's a hell of a minefield about the best ways to do it.

If there's none to be had because supply is down to a trickle and it's 20 times the price and there's a programme available would they have a choice? Wouldn't this be a great platform for somebody?

The danger might be that they'd just up production further, pocket the money from the 'buy all the poppies' programme and carry on selling to the drug supply chain as well.

 

How would we actually verify that they'd sold all of it to us?

I'm sure Cameron will get round to it eventually. He's held just about every policy position going in the last 12 months alone.

 

Real answer: Supply will never be down to a trickle of all drugs. People will just move on to taking anything that makes them feel better. That's the point of drugs. Until we understand that people have a will to get off their heads for various reaons we will never 'beat drugs'.

The ironical thing about it is that when the Taliban were in power, they cut down drastically on farmers growing poppies and the supply of the drug consequently dwindled sharply. Then Bush decided to invade and hey presto! Taliban driven out and production resumes... There is no truth in the rumour that Bush had an ulterior motive, by the way.... :)

Actually heroin production re-started under the Taliban.  They soon realised that no money was coming into the country after they 'clamped down'.

Is correct - the amount spent on treatment is the US is a drop in the Ocean compared to the monies paid to Brown & Root with General Dynamics to develop and produce a specialised new jungle/rain forest attack helicopter. Sound eerily familiar?
