RBS wants to give £2 billion in bonuses!

The crux of the matter is that RBS bosses reckon their top people will walk unless they get their share of a £2 billion bonus payment. Now the worker is worthy of his hire, and all that, but you (if you are a British taxpayer) had to bail out this bank recently so doesn't that show they can't be that well run and if so, why is anyone there entitled to bonuses at all?
