Euroean Golf Handicap system

I am staying at the Club Med resort in Vittel, France for a weeks break with the nipper and luckily for me they have two 18 hole courses here. I was asked to play in a competition the other day and duly won with 44pts. When I got the result sheet I saw people had handicaps of 53 and 57. It turns out that in Europe, new starters can have handicaps up to 60. WTF is that?

 

Anyone who takes 132 or more to go round should be classed as a danger to animals and vegitation.
