I thought the rule was, if a match is abandoned within the final 10 minutes of the 90, then the current scoreline is regarded as the final score? It seems to me that UEFA arbitrarily took the decision away from the ref and created a sh*t-storm of consequences for the team that lost a point, and for Northern Ireland, as it affects their standing in the table too.

It was the ref who took the 0-3 decision. UEFA went along with the ref's opinion that it wasn't safe to finish the game and that the hosts Denmark were to blame.
