How is a golf handicap calculated.

I use an online score tracker which gives you a handicap. Every time I have a very good round it plummits (today I was 14 over and it dropped from 19.1 to 17.4) but from past experience it wont rise by more than 0.1 if I score over my handicap in the next few rounds. Last round I was 24 over and it still only rose 0.1, is that correct? Seems fecking silly and I only score 36 points about one round in twenty
