Stupid b*****d computer,printer,scanner

So, i scan a document and it appears on my computer as a 10meg file - no fecking use, waaaaaayyy to big to send - so i resize it and then it's 100k - great, so i save it BUT, i then wanna re-size it back so i can re-look at it and it's all fecking blurred.

 

 

Question is, without re-installing Java, how do i amend a scanned file, so that it's not feckin massive like an Afghanni Naan bread, save it and then at a later point re-change it back to it's original state ?
