how come it's only now that this is the case?

Some of those failing measures - like the number of fire escapes etc - must have been approved when the stadium was rebuilt. So what's changed?

It's one of those things where the Belgian FA will blame the City of Brussels who will blame the Belgian FA etc, etc.
