As we have one or two professional software developers around here, I wondered what anyone's thought's were on the following:

A friend of mine wants me to develop a fairly simple piece of software to provide access to a 'database' which she will create herself using MS-Excel. This will not be massive and should easily fit onto a standard CD-ROM which she hopes to sell - mainly via E-Bay but possibly, if she's successful as a disk in the back of a short book which she would write on the same subject.

Key points are:

1) the 'database' does not need to change once it's created i.e. it's all static data, not subject to updates

2) it should be accessible ONLY through the software that I write - i.e. not though MS-Access, MS-Excel, MySQL, etc. (this is typically the direct opposite of most of the software I've ever worked on)

3) it need only run on Windows - portability to Macintosh, Unix/Linux, etc. not required - but should not be limited to the latest versions of Windows i.e. the executable and data files should run on Windows 98 or even Windows 95

My initial thoughts are to use Visual Basic to develop a simple set of screens to access the database which is set up using something like this: Code Base or similar.

Any suggestions/thoughts?
