What's going on with the Film4 channel on UK freeview?

 

My neighbour's freeview box has Film4 on channel 29, but it says "no service". Meanwhile the TV guide says Film4 should be channel 31 which is actually "ITV Play".

 

Does anyone know what's wrong and/or how to correct it?
