Advice needed

Basically, just renewed my rent for another year, so the letting agents sent us a contract to sign and return, then they'd send us a photocopy back. Thing is, they want £35+VAT for that, which they didn't charge last year and god knows what it's for (photocopying, re-renting?). We've so far refused to pay it, it's not in the contract that we are liable for their admin charges so can they do anything about it?

 

They'd have lost money if we didn't renew, so why do we get penalised for staying put?
