SKy & tuning in different channels

I'm looking at getting a sky+setup and have heard about being able to tune in some channels that are not part of the standard packages. Primarily I'm looking at Network 2 and TV3 from Ireland which regulary show Prem league games at 3pm on a Saurday and CL games. (Both channels are available in NI only according to the Sky site)

 

Does anyonme know if such tuning can be done and how it works?
