Dell problem

after recommending them heavily on here I finally have a problem with my dell 8400

 

it won;t start - the power light just flashes orange instead of turning green and powering up. the sparse information on Dell indicates that its a power issue - I've reset the power supply to 230 then back to 115 - then I've reseated the processor power cord and ensured ll the electical connections are fine.

 

No joy - any ideas?
