What can i do?

I've been bringing flowers to Sabie's niche every week and the past few weeks, someone has been either stealing the bouquet or cutting off the flowers. I've complained to the park management office and they told me there was nothing they can do about it. They said i could hire 24/7 police to watch over her niche (d'oh!) or install a surveillance camera that would cost a few thousand dollars.

 

Other than using fake flowers (which I've noticed everyone else was using) any suggestions how i can catch the bugger/stop this from happening?
