Side lights

What the f*** are they all about? Each morning I drive to work at 7 oclock and see car after car driving in the dawn light, at winter, with side lights on. They can not be seen yet they choose to put them on. They make a concious decision to turn the switch one notch and not two, instead of putting the normall lights on that everyone else does.

 

These people get into their car and turn the engine on and obviously think, "I know I wont bother to put my normal lights on, I will just put my side lights on" what the f***? WHY? Put the f***in lights on for f*** sake.
