I put this in the Barry thread, but realised its quite a big issue, and relates to other decisions too.

If we sell crouch, carson, guthrie, finnan, Pennant and riise as expected and kewell has already gone, we will need home grown players for Europe. Next season I think its 3+3. Didn't chelsea only register 23 players because they did not have enough home grown players to include?

If I remember correctly 4 must have been with the club and trained by the club for at least 3 years from 15-21 years old, whilst another 4 must have been trained in England.

We currently have Gerrard and Carra that qualify I think.

This may explain the Milner, Bentley links etc too.

How does it affect others? United still have Rooney, Giggs, SCholes, Rio, Neville, Ronaldo, Carrick, Silvestre, Fletcher, Brown and will have Nani and Anderson over time.

Arsenal's kids were all stolen before they were 18 anyway.

We would have Nemeth, Hobbs, Anderson.... Any others? Could be a problem for us, and would explain the focus on home grown players, and also means Nemeth and Insua likely to get time next season

Anyone know any more about this rule?

If push comes to shove, any of the reserves who are still in line to qualify by the time they are 21 can be included, a tottal of 8 players, think we'll be fine, and like you point out it is out of 25 players.

Not too much to worry about at the moment, but definitely something to keep an eye on in the future.

As you say, out of 25 players, and there's still the fact that it's probably illegal. Depending on when the first court case, it could be many years before they get to introduce it or forbidden from doing so. On the other hand, it might take years to get rid of/confirm the b*****d rule if it goes to court.

The 4+4 (or 3+3 as it will be for this season) certainly does give food for thought on how FIFA's proposed 6+5 ruling may actaully come in to effect in 2010 and be enforced.

As the 25man European squads have already basically been operating a 'home grown' system for a couple of seasons now it is surprising the EU or clubs affected by this ruling haven't kicked up a fuss about or declared it against EU law?

The difference is that the UEFA rule does not discriminate by nationality (as you can be of any nationality, just have been at the club long enough and from early enough age). This is why it has not fallen foul of EU law.

exactly, and this rule is already in place.

I only realised when I started FM08, sold carson, Pennant and a whole bunch of the reserves and didn't have enough home grown players and had to look at the England u19 and u21 squad!:-)

Anyone know who from the first team squad actually qualify in either home grown category (other than the obvious Gerrard and Carra of course)

cheers for that ajr - gets a bit confusing with all the differing requirements, proposals, & laws etc.

FIFA's 6+5 proposal is the with having 6 players able to play for the country in which they play their league football in? does this also have include young foreign players who have been with the club for a certain amount of years as well?

I don't think the proposal has been made concrete, but the way it has been presented to the media is that it would be to do with qualifying for the national team and therefore nationality based. Which would breach EU law.

If FIFA wanted to they could introduce the UEFA rule and possibly expand it in terms of numbers, or limit non-EU players. Trying anything else (eg sport being given a special dispensation from EU employment laws) is highly unlikely to succeed becasue the EU are so protective of the freedom of movement of labour of its citizens. You also need to bear in mind that FIFA are likely to want the same rule worldwide which makes it even more annoying for them that one part of the world will effectively dictate the terms of the rule.
