Child maintenance

Basically my girlfriend's sister recently got divorced from the total w***** she unfortunately married and had two kids with. They eventually settled the finances and he agreed to pay £400 a month child maintenance. However, he hasn't paid for the last 3 months, claiming he's out of work and can't even pay his mortgage. Thing is, he doesn't have a mortgage, he rents, so he's lying about that, secondly he's just bought himself a brand new rally car (he's a part time enthusiast) and thirdly my best mate swears he serves him every night of the weekend in the local he works at - my mate (without knowing anything of the story behind him) says he was bought a few drinks by W. Anker with him saying "If you don't drink it, it'll end up going to child maintenance".

 

He's a joiner, so we think he's being paid off the books somewhere, but what can we do? My gf's sister is finding it very hard to make ends meet at the moment.
