PC - clearing it out and starting again

Our home desktop is now totally overrun with pop-ups and sh*te. We've tried all sorts of defences, but it's not working.

 

We're at the point where I just want to clear it and start over. Is this wise? If I do it can I extract things like my iTunes files?
