Photoshop HELP!

I have created a new document that i need to be a particular size = 118mm x 90mm..

 

Using Photoshop i created a 'new' document with these measurements.. looking at the screen though the document looks bigger - this is the case with the finished advert too when viewed as a jpeg.. after saving as a jpeg i reopened the image and went into 'image size' and it showed up as 118.3mm x 90mm (!?)..

 

what's going on? why does it look bigger on screen than its supposed to be? how should i be resizing an image to get my correct dimensions?! i need this ad done urgently so any help would be great! cheers
