Why can't I use the private messaging feature?

The PM system has been opened up for use to the following groups, but with some limitations:

'Members' and 'New Members' group - this group can only store 1 PM conversation at any one time.

'Members*' group - this group can store 5 PM conversations at any one time.

'Sponsors' group - this group can store 50 PM conversations at any one time.
