here's the scenario:

 

party 'b' won an item to be delivered registered post by party 'a'. 'a' sent the item while 'b' was away on holiday for two weeks. the royal mail has a policy to return recorded deliveries to sender if the package has not been picked up within a week. 'b' went to the delivery office to be told the package had been returned to 'a'.

 

'b' contacted 'a' to request that the package is redelivered. 'a' wrote back requesting the forwarding of the full amount in postage before it would be resent.

 

should the re-posting charges be paid:

 

by 'a'?

by 'b'?

half each?
