Being boringly serious, it's a sixties [local scouse?] exaggerated expression meaning that the left foot of this particular footballer is so good he can do almost anything with it [and the ball it controls of course] - there were others such as pick an elephant's nose but the tin [not sure why 'can' has now replaced 'tin'] of beans analogy was the one that stuck.

Modern bean tins have ring-pulls which makes them very easy to open with a left-footed toe, even for a right footer.
