Police Officer No Give Me Producer

Can't remember the the name of the Black London rapper from the mid eighties, alot of people said he was a poet rather than a rapper. Copper stops him for a traffic offence (I think) he tells the copper his name (which I can't remember) and then the copper syas something like.

 

"My kids love ya and so does me muvva,

Tell what i'll do, a favour for a favour,

Just put your name down on this piece of paper"

 

My minds gonna blank and google ain't helped, any one any idea's?, its doing my head in.
